Service Dogs in Public Spaces: ADA Access Rights and Etiquette
Service dogs have broad public-access rights under the Americans with Disabilities Act. The ADA permits businesses and public-facing organisations to ask only two questions: is the animal a service animal required because of a disability, and what work or task has the animal been trained to perform. Documentation, certification, and registration are not required. Some specific exclusions apply (sterile zones in hospitals, religious institutions exempt from ADA, situations where the animal poses a direct threat or is out of control). State-law variations may extend protections beyond ADA minimums.
